The gig, which was to be held at White Bay, was being opposed by residents, local member Verity Firth and Sydney Council.
New minister Kevin Greene has reversed the decision by former minister Ian Macdonald, who has resigned from parliament.
It is believed the Sting concert may be relocated to Victoria.
"There's enough going on in Sydney on New Year's Eve for everyone. So if Melbourne wants some reflected glory on New Year's Eve by holding a Sting concert, then they can have it," Mr Greene said.
